- "Công an" is a person working in public security which protects national security, ensure social order and safety, fight against crime.

- "Cảnh sát" is a part of "Công an" and focuses on protecting social order and safety, preventing, detecting, stopping and fighting domestic crimes.

I believe that there may be not two specific words, and even native Vietnamese still mistake these two terms. And we still understand it as "police" in English.
